Baron Vargas Vallakovich is the Burgomaster of the Town of Vallaki. He is married to Lydia Petrovna and father of Victor Vallokovich.

The Baron came to believe that the only way to free Vallaki from “That Devil” was to be happy. Thus, he started launching a campaign of festivals in order to rally public spirit. The festivals have done little more than make the townsfolk grimmer than ever, especiallly since he has even arrested people for mocking his festivals.
