Phandalin is a new frontier town with no laws and limited forms of government. It was newly constructed among the ruins of a greater settlement that had long since been destroyed.
Phandalin seems to have been resettled upon the direction of the Rockseeker Brothers who selected merchant’s, farmers, inkeepers and other important community members to help build the settlement.
