The Arbiters are a powerful, neutral, and unquestionably wise group of magic users who have a strong influence on the politics and general government of the city. They are invited to resolve disputes before war breaks out not only for their wisdom, but because they have the power to enforce their decrees. They are respected and pride themselves on their neutrality in all aspects of civilisation. Their leader is known as Bora the Wise, a half-orc who prides himself on achieving his rank and raising above the masses of those believing themselves better than him, yet also giving thanks to the god Ghauntea, goddess of agriculture.
