1. Permission emergency bylaw.
   (1) All members of the party holding this letter, held by an Amon Duvou, may travel in my districts freely without worry of gold, silver or copper.
   Their mission is one of national security, and thus must be treated with a great respect.
   (2) All questions must be answered truthfully and with respect to a two-house mystery pertaining the whereabouts of and pertaining to any person of any power.
   (3) Under my power, there will be no consequence to the truth, lawfully or morally. Any lies or attempts to evade the truth will be persecuted.
