Barzillai Thrune announces that Lord-Mayor Jilia Bainilus has left the city. She has departed Kintargo for the safety of Arcadia, abandoned her post, and left her city to its fate. Luckily, Barzillai is here to pick up where she has left off, and begin a series of improvements.

Martial law is imposed upon the city. This entails a curfew at sundown, restrictions at markets, some light rationing of supplies and resources, and the delivery of 7 Proclamations from the new Lord-Mayor Barzillai Thrune.
