The council are members of an adventuring party of high repute. They captured & tamed a dragon, took over a town & made great improvements. They had even once been captured by the legendary first vampire, Strahd. While trapped in the planes of dread where Barovia resided they rescued a shopworker from a miserable life of horror & nothingness & inspired him to be a great hero, killing Strahd & finally ending the curse bringing Barovia back to the material plane.

Now they oversee Phandalin & awaiting a day for another great adventure.
