Blackwater Cove
History
Blackwater Cove is a gloomy and gritty port town nestled on the southern end of the North Island within the notorious Anvil Islands. It is a place where the line between lawlessness and survival blurs, and a thick mist perpetually shrouds the town, adding an eerie atmosphere to its already somber facade.
The town’s architecture is characterized by weathered wooden buildings with peeling paint, and the once-vibrant colors of its houses have faded to a dull gray. A sagging boardwalk lines the murky waters of the cove, with rickety piers stretching out into the mist-choked sea. The town’s narrow, winding streets are often muddy and dimly lit by flickering lanterns and torches

Government
Blackwater Cove operates under a loose and mostly self-imposed system of governance. A council of influential captains and crime lords unofficially oversees the town’s affairs, though their rule is often contested by rival factions. The lack of formal authority has bred a culture of self-reliance and pragmatism.
