The Laws of the Forum of Set

Written on a plaque at 4-22, before entering into magical darkness just prior to a guard station in front of the Forum of Set.
The Lord of the Forum is entitled to collect from any licensed trader a tariff worth 5% of the value of any sale made that trader.
The Lord of the Forum is entitled to collect from any nonlicensed trader a tariff worth 10% of the value of any sale made by any such trader.
Violence is not permitted in the Forum, except by permission of the Lord of the Forum.
Spell Use is forbidden in the Forum except by license of the Lord of the Forum.
The Lord of the Forum guarantees the security of all persons and goods legally present in the Forum. Theft shall be punished by f ines or enslavement.
The Lord of the Forum guarantees any contract made in the Forum, although the Lord does not guarantee the quality or veracity of any traded goods. Caveat emptor!
All weights and measures shall be enforced and guaranteed by the Lord of the Forum.
Those defaulting on a sworn contract shall face appropriate punishment: outlawry or enslavement.
The Lord of the Forum offers protection to any licensed trader to and from the Forum.
Any accusation of misconduct, including the breaking of any of the Laws of the Forum, should immediately be brought to the attention of a Forum Inspector so that an appropriate hearing may be scheduled.
